Carroll County Delegates Against Same-Sex Marriage
Two of Carroll County's state delegates want the definition of marriage in Maryland to remain "one man and one woman."

Gov. Martin O’Malley said earlier this week on MSNBC that he hopes a federal appeals court decision repealing a California ban on same-sex marriage “will have a persuasive influence on those delegates who are still open-minded” in Maryland.
But Carroll County Delegates Justin Ready and Donald Elliott told Patch this week that they want the state to continue to recognize marriage as being between a man and a woman.
"I support preserving the definition of marriage as it is currently, one man and one woman,” Ready said in an email to Patch. “I have nothing against people who want to share their lives together, but the institution of marriage is unique in human history. I believe we have a vested interest in encouraging marriage, between one man and one woman, as the way to promote strong families and birth of children."
Elliott is against same-sex marriage, and has co-signed HB 474, which proposes an amendment to the Maryland Constitution that would establish marriage between a man and a woman as the only domestic legal union valid or recognized in the state.
Last year, O’Malley said he would sign same-sex marriage legislation if it reached his desk, but he did not take the lead on the issue as he has this year by speaking in public and testifying before the General Assembly.
The governor said he does not believe same-sex marriage needs to go to a referendum.
“Do I think that it should? I don’t think it needs to,” O’Malley said at an appearance in Baltimore with his father-in-law, former Attorney General J. Joseph Curran Jr.
But some delegates have said they would only support a same-sex marriage bill that includes a provision sending the issue straight to voters in November.
“I have consistently stated that I would only support this bill if it is a referendum bill,” said Delegate Aisha Braveboy, D-Prince George’s, and first vice chair of the Legislative Black Caucus of Maryland.
The governor released a statement on the court ruling announced in San Francisco, saying it is evidence that “the principles of equal protection under the law and of equal respect for the freedom of all will prevail.”
The Civil Marriage Protection Act seeks to undo a 39-year-old law that defined marriage as being between one man and one woman.
That bill passed with an overwhelming majority in both the House and the Senate in 1973.
“Things do change,” said Curran, who chaired the Senate committee to which that bill was assigned, echoing O’Malley’s sentiments.

Dr. Elliot...I disagree with your position...this country is supposed to be based on equality...an on-going war for some elements of this "free" society. A religious definition of marriage is not necessarily the same as a legal definition...yet denying the term "marriage" to one segment of society is discrimination, pure and simple. How many years ago was it illegal for inter-racial marriages...women couldn't vote...blacks were not allowed "up front"? As we mature as a society and have the time to reflect and observe,we realize that this word "marriage" signifies love,
respect, duty and above all--commitment. There should not be any denial of the same rights for any part of our present day society. Please rethink your position in a less judgmental way...this is not about sex...it IS about the same rights you and I have.

I have no issue with gay marriage. what I am interested in is what changed the mind of Delegate Krebs...was it a political strategy for the upcoming Senate seat she will run for??? (Kittleman's) or is this what she now believes....

Since this bill is causing so much furor, with the minority being the loudest (libs), then by all means let it go to referendum. We already have the in-state tuition for illegals bill going to referendum. Why not have two and let the voters have their say?

I do not believe the government should be involved in ANY marriage....PERIOD! This is all about money and once you allow government to become involved in a personal issue such as family/marriage, government has crossed the line and is on it's way to violating your liberties....What did that licens that I paid for to marry prove to the government and society about my fitness for the task? According to an aide in Delgate Susan Krebs office and her website, she remains against same-sex marriage. She has voted against it in the past and her aide expects she will continue to do so.

You delegates and so called politicans who are trying to run our lives like how many commissioners we ought to have in Carroll County and how many liquor stores are allowed and lots of other dumb ideas, why dont you ask for a state referendum allowing for gays or who ever wants to marry. Frazier should know that lots of married couples do not want children. Thats their american right to feel that way. Those legislators who only want marriage between a man and a woman, why dont they place a state referendum and let us vote like we did when 5 county commissioners was enacted into law and while they act on that , with the exception of Senator Joseph Getty, stop enacting legislation as to how many liquor stores are allowed in Carroll county, Remember Carroll County Legislators, because of a free market society, we are the wealthest Capitalist Nation in the world. I don't understand Ready's comment about promoting the birth of children.
Gay marriage is somehow going to make heterosexuals stop having sex and reproduce? Or does Frazier really believe that once they see they can't be legally married all those gay couples in love will abandon their homosexual ways, and magically turn in heteros and start popping out kids? Oh, oh, or maybe those homosexuals are running around forcing abortions on the poor undefended Christian heterosexual pregnant couples?!

I'm not able to see what law the Commissioners have violated by your links. The Plan Maryland forum was funded by donations from taxpayers interested in hearing the group of speakers who had an opposing view to man made global warming and climate change. The State refused to fund the forum and you same folks who now charge they violated an open door meeting policywere having a tizzy over your tax dollars paying for it. The Commissioners position on gay marriage is also a position they've taken...What is illegal or unethical about this? Plea site the law they have broken.

Not to appear unkind...but you only have knowledge of snippets of information on some of these things...if you honestly and truly want a complete picture--it can be provided to you. There was no "request" to the State about any forum...am curious just what left field that came out of... The Commissioners as individuals have every right to their personal opinion and to state it as well...the ethical issue is presented when their personal opinions are represented as Commissioners of Carroll County. There is a huge difference...there ARE laws, and there are Ethic regulations in writing that are available to you easily. I even read the major issue at the Open Mtg. this past Thursday... but this Board's attitude is:::::let 'em sue us....

Thanks for posting that JoAnn. Article 36 clearly explains why there should be neither a ban on gay marriage nor a legal definition of marriage. It does, however, clarify that no church or citizen must engage in gay marriage should it violate the laws of their religion or personal morality.
Don't we, the county and the state, have more important things to worry about than who marries who?

I am accepting that as you describe it...can you give me the reference point where you found it???Especially the date...when it was written...because there are contorted statements within what you have quoted that for one reason or another have become obsolete, or illegal, or just the mores of society have changed. Back at that point in time, women probably had no vote and were considered chattle..blacks were not allowed any rights...and a nickle was nickle...You still do not understand the history of Plan Maryland and have not answered me as to why you think that the state "refused" to have an environmental forum...if you can explain it, there are a lot of people who can tell you the real history... There were two public hearings on the matter, and a couple of our commissioners did not like what they heard, and do not believe the science as it is generally accepted and proven...so they decided to bring in a couple of quasi-scientists and at our expense, hold a closed meeting (which has been decided as being such), picked their own so-called scientists to present a point of view that THEY believed in and held it out of our county...there is a string of information about this whole matter...if you have the dedication to find Art. 36, you should avail yourself of this information as well to make a better balanced observation.

Illegal: Closed Meetings
Unethical: Ethics violations by this BOC concerning prayers using Jesus' name by at
least two (also illegal)...using staff time, monies, gas mileage for closed
meetings...redacting email names,,,,how long do you need for a list??
Your unnecessary comment about the Constitution--the Constitution is an evolving document or else women like us would still be owned,,,and churning butter. The Constitution at this point in time is very clear about prayer at public meetings...and it is consistently being a law of the land that has been chosen to be ignored. The IRS may be interested in the misapplication and perhaps "puffing" of mileage for at least one commissioner...seems as though mileage notations are not made so how can one determine the accuracy..? How many other examples (in one year no less...) before you step back and think in a dispassionate way about what you read in these posts???? Having a different opinion is okay, but we should have some respect and decency toward the posters without name calling and negative terms...

The reason that I subject myself to sometimes harsh criticism is because of my commitment to abide by the Constitution as the highest law of the land. The BOC violated their oath to uphold the constitution by taking a stand on same sex marriage. It's Constitutionally a no brainer JoAnn.
All of the citizens that they are supposed to represent had absolutely no say in the stand. They simply imposed their agenda... mis-representing many..
The arguments that you have presented are weak with regard to the Constitution of the United States.
I believe that the emotion has somehow clouded the views that you are trying to express.....
Maybe one of the BOC will step up to the plate here in hopes of clarifying both their and your position...

JoAnn--for Pete's sake...take a chill pill..."tyrants"?? The only part of "tyrants" is RANTS.. If you had a reasonable interpretation of that particular Act 36 and the date this document was put into practice, along with whatever changes may have occurred since the original was adopted...I might have more respect for your position. And, I am confident that you are familiar with State Constitutions and Federal Constitutions...they can, and do differ--but the Federal usurps the State in such cases as we are discussing. Have you ever seen the pamphlet in the Ethics office at the Carroll County office building??? That office is the first one on your left as you go into the old portion of the building...they have copies available...and perhaps you will be able to read, or have it explained about the Commissioner serving the citizens of CC in an impartial way---not something they are doing about this issue.
