Following a commissioner's invitation to county employees to pray in the county office building, the board of commissioners proposed a policy defining how and when employees can use the county office building facilities.
The Carroll County Board of Commissioners, in response to revelations a board member invited county employees to prayer sessions in the county office building, proposed a policy this week allowing such actions but only during off hours such as at lunch or before or after work. The proposal Thursday came on the heels of an email sent earlier this month by Commissioner Robin Bartlett Frazier. In early May, the county clerk sent an email on Frazier's behalf inviting county employees to pray with her at 12:30 p.m. on Thursdays in the county office building. UPDATED (5:12 p.m.)—Same-sex marriages legally performed out of state must be recognized by Maryland Courts, according to a decision issued Friday by Maryland’s highest court. “Maryland courts will withhold recognition of a valid foreign marriage only if that marriage is ‘repugnant’ to State public policy,” wrote Court of Appeals Judge Glenn Harrell Jr. in the 7-0 decision. Carroll County Board of Commissioners agree on priority transportation projects the county will submit to the Maryland Department of Transportation.
The Carroll County board of commissioners has agreed on transportation priorities for Carroll County. Carroll County Bureau of Planning Chief Daphne Daly explained that county representatives met with each municipality to discuss transportation priorities. The following projects have been deemed priorities by the county and will be submitted to the State Highway Administration for consideration. MD 32 (MD 26 south to Carroll County line) This project is listed as the county's top priority for New Highway Capacity. The project includes widening the roadway from two to four lanes and adding bicycle and pedestrian facilities in some areas. Governor calls budget package "good for all Marylanders." Republicans say burden to local governments may force county governments to increase taxes.
The Maryland House of Delegates gave final approval Wednesday to a package of three bills that increases taxes on some state residents, shifts part of teacher pensions to local governments and undoes the so-called "doomsday budget." The votes Wednesday afternoon capped the three-day special session called by Gov. Martin O'Malley in order to override more than $500 million in cuts made in a budget passed in early April. The Senate approved the same three bills Tuesday. As part of the package, legislators approved by a vote of 86-51 what amounts to a 50-50 split of teacher pension costs with local governments. Nearly 100 people filled the Carroll County Arts Center to take part in the Community Media Center's 2012 Vollie Awards presentation. The Community Media Center is a Public, Education, and Government Media organization that provides a shared broadcast-production facility for five local television channels - Channel 18-Carroll Community College, Channel 19-the Public Access Channel, Channel 21-Board of Education Channel, Channel 23-Municipal Channel and Channel 24-the County Government Channel. The Vollie Awards recognize the efforts of Carroll County's volunteer producers as well as their counterparts at the Board of Education, Carroll County Government, local colleges and municipalities. Protestors argued that pit bulls are being unfairly targeted by the Maryland Court of Appeals.
Annapolis resident Stehle Harris is afraid she won't have a home. As the owner of a bull terrier, Harris said the recent Maryland Court of Appeals opinion that pit bulls and pit bull crossbreeds are dangerous could lead to a slippery slope. The opinion also states that landlords can prohibit the dogs from their properties. "I think pit bulls capacity to do damage is no greater than a chihuahua," she said. "I'm more apprehensive about smaller dogs." Harris was one of a group of Marylanders protesting the court's opinion at Lawyer's Mall in Annapolis on Tuesday afternoon. The Carroll County Government Office of Public Safety Support Services has launched a Facebook page to help keep citizens informed prior to and during emergency situations. This page features general information regarding safety and emergency preparedness, notifications, warnings and updates from Carroll County Emergency Management, 911 Communications and Fire Protection. Carroll County Commissioner Robin Bartlett Frazier has invited county employees to join her for a weekly prayer group, but board President Doug Howard says it may not be appropriate to use government space for such a purpose. Frazier's email invitation, obtained by Patch from a citizen who filed a public information request, was sent by a county employee, inviting staff to join Frazier for "a time for prayer" on Thursdays at 12:30 p.m. starting June 7.
