Carroll County Man Charged with Automobile Manslaughter in Belknap Death

Joshua Allen of New Windsor was charged with automobile manslaughter relating to a fatal pedestrian collision in February.

A Carroll County man was charged Monday with automobile manslaughter relating to a fatal pedestrian collision that killed 19-year-old Jessica Elaine Belknap in February, according to the Carroll County Sheriff's Office. 

Joshua Allen, 34, of New Windsor was indicted by the Grand Jury after an investigation. He was charged with automobile manslaughter, negligent manslaughter (automobile), negligent homicide by automobile while under the influence, negligent driving, driving while under the influence, failing to remain at the scene of a collision resulting in injury or death, failing to render aid and failing to give information. 

On Feb. 16, at approximately 6:40 p.m., Carroll County Sheriff’s Deputies responded to reports of a vehicle collision involving a pedestrian on the 3600 block of Franklinville Road near Taylorsville.

Paramedics from the Winfield Volunteer Fire Company treated Belknap at the scene. She was transported by helicopter to the University of Maryland Shock Trauma Center, where she died from injuries sustained during the collision, according to the Carroll County Sheriff's Office. 

Sheriff’s investigators discovered that Allen had been traveling south along Franklinville Road when his 2001 Dodge truck struck Belknap.

Allen had left the scene at the time of the incident and called police when he returned home to report the collision. 

Sheriff’s deputies visited Allen at his home, where they smelled the odor of alcohol on his breath. Allen was then taken into custody, where he submitted to a chemical test, which revealed his Blood Alcohol Concentration was .13.
