Primary investigation revealed the driver's view may have been possibly obscured by the sun and a glaze on his windshield after using wiper fluid, said the release.

It was determined that the pedestrian was walking in the eastbound lane near the shoulder although the investigator was unable to determine if he was walking eastbound or southbound in the crosswalk that crossed the roadway.
