Sheriff Recognizes Outstanding Employees

Sheriff Kenneth L. Tregoning announced the selection of the Carroll County Sheriff’s Office 2011 annual personnel awards. 

Tregoning said the following recipients were chosen for their tireless commitment to public service and exemplary performance on the job.

“These members have diligently executed the tasks necessary to achieve the highest goals and objectives of the Carroll County Sheriff’s Office and the public safety community,” said Sherriff Tregoning. 

Detective Corporal Juan Carlos Bustos: Deputy of the Year for 2011

A member of the since 2001, Detective Bustos joined the Sheriff’s Office as a patrol deputy where he served for five years before spending four years as a criminal investigator, most recently with the Sheriff’s Office major crimes section. 

Detective Bustos is a respected member of the Latino Community where he’s used his command of the Spanish language to foster trust with local law enforcement.  His outreach efforts combined with the application of his extensive experience have led to several key criminal arrests, successful prosecutions and enhancing the Sheriff’s Office recruitment and selection efforts.  

Correctional Officer III Glenn S. Haines: 2011 Correctional Officer of the Year

Officer Haines has been employed with the Carroll County Detention Center since December 2001, where he is currently assigned to the Security Services Bureau.  Known by his peers for his spirit of volunteerism, Officer Haines also volunteers after hours at the Taneytown Fire Department where he continues his public safety service to the community.  

Administrative Assistant II Roxann Yeager: Sheriff’s Service Civilian Employee of the Year for 2011

Joining Carroll County government as a floating assistant in 1999,  Yeager started her permanent appointment as the Field Services Administrative Assistant in 2003.  Yeager’s daily responsibilities to the patrol deputies insure their payroll is processed, accident reports and traffic citations submitted and court appearances scheduled. 

Yeager is also recognized for taking on a significant workload increase as a result of the transition of primary policing responsibilities to the Sheriff’s Office.  

Administrative Assistant Angela Conley: 2011 Civilian Employee of the Year for Carroll County Detention Center

Employed since April 2008, Conley is assigned to the Security Services Bureau where she coordinates the Security Bureau’s daily administrative activities, including the scheduling, tracking and compiling of daily statistics for time cards and leave related matters. 

 Auxiliary Sergeant Wayne Hollenbaugh is recognized as the Carroll County Sheriff’s Office Auxiliary Patrol Officer of the Year for 2011 

A founding member of the Carroll County Sheriff’s Office Auxiliary Patrol Program, Sergeant Hollenbaugh has volunteered more than 5400 hours since joining the Sheriff’s Office during 2006. 

During this past year, Sergeant Hollenbaugh was recognized with the “Law Enforcement Award” by the Maryland Retailers Association for his skilled observation, reporting and quick thinking, which led a unified police response in the apprehension, and later the conviction of three suspects, thus closing four retail shoplifting cases in Southern Carroll County during the 2010 Holiday Season.
