Director, Department of Economic Development

General Responsibilities: Manages the overall direction, coordination and evaluation of the Department. Directs countywide economic development programs and initiatives ensuring compliance with appropriate governmental and other regulatory and reporting requirements.

Essential Tasks: include the following; other duties may be assigned. 1. Work with resident industry, real estate brokers, consultants, community groups and prospects to expand existing operations and develop new business; 2. Develop and maintain emerging technologies and trends in business development; 3. Develop strategic plans to attract industry and serve the business community; 4. Manage programs to foster business development in Carroll County; 5. Facilitate and advise the Economic Development Commission (EDC) and the Industrial Development Authority (IDA); 6. Maintain knowledge and inventory of property, business and infrastructure; 7. Perform supervisory responsibilities in accordance with the current Carroll County Personnel Ordinance, County policies, and applicable laws; 8. Formulate goals, strategies, policies, and work processes; 9. Provide service to customers and communicate with citizens, media, and co-workers, maintains confidentiality and represents the Board of County Commissioners policies to the public.

Education and Experience: Bachelor’s degree in Economics, Finance, Business Administration, Real Estate Development or related fields; six years experience in economic development or marketing; three years supervisory experience; CEcD (Certified Economic Developer) designation of benefit (A comparable amount of training and experience may be substituted for the minimum qualifications).

Director, Department of Land Use, Planning & Development

General Responsibilities: Directs overall Comprehensive Planning programs, Development Review processes, Water Resources and Environmental Science regulations and the Carroll County Comprehensive Plan, monitoring compliance with appropriate governmental and other regulatory and reporting requirements.

Essential Tasks: include the following, other duties may be assigned. 1. Manage and evaluate Development Review processes and countywide planning programs 2. Perform supervisory responsibilities in accordance with the current Carroll County Personnel Ordinance, County policies, and applicable laws 3. Provide information and staff support to the Planning and Zoning Commission 4. Formulate goals, strategies, policies, and work processes 5. Work closely with Board of County Commissioners in the development and management of planning programs, issues and activities 6. Communicate with regulatory agencies, employees, citizens, and members of the business community 7. Direct research, consult, advise and make recommendations related to planning goals and initiatives 8. Professional oral and written communication skills required 9. Write policies, reports, speeches, correspondence, procedures, and other required documentation 10. Make factual presentations on complex topics to top management, public groups and/or boards, and employees.

Education and Experience: A degree in Planning, Business, Real Estate Development, Environmental Law or related fields; Record of organizational leadership and progressive managerial responsibility; Ability to strategically address regulatory mandates and issues (A comparable amount of training and experience may be substituted for the minimum qualifications).
