Kimberly Frock Promoted to HR Administrator

The long-time government employee assumed administrator duties earlier this month.

Carroll County has a new administrator of human resources, though you may have worked with her already on human resource issues. 

Kimberly Frock assumed the duties of human resources administrator on April 11 after Pamela Lindsay retired. On Monday, April 29, the Carroll County Board of Commissioners announced that Frock was permanently promoted to the position, where she will oversee 12 employees. 

“With the tremendous talent we have within the ranks of our county employees, it’s not surprising to me that we were able to find just the right person for this job from within our staff,” Commissioner Doug Howard said in a statement.

Frock has spent the past nine years working in Human Resources as the health benefits and compensation manager; she has worked in county government in once capacity or another since 2002.

In addition to her experience, Frock also earned a Bachelor's degree in Business Management from Mount Saint Mary’s College and a Master’s degree in Human Resource Management from University of Maryland, University College.

“I am very pleased to congratulate Ms. Frock on her promotion and look forward to working with her in her new role,” Chief of Staff Steven Powell said in a statement. “She has long been a valued employee and well deserves this new responsibility. Her experience and expertise will be a continued asset to the county.”
