Commissioners Say 'Rain Tax' Not Needed in Carroll County

Commissioners say they can fund maintenance and upgrade to facilities without charging citizens a tax.

In 2012 the Legislature adopted legislation requiring eight counties and Baltimore City to impose a storm water management fee, more popularly known as the “rain tax,” but Carroll County's commissioners say Carroll doesn't need it.  In 2013, the commissioners asked the Carroll County delegation to file legislation exempting Carroll from the tax requirement, according to a news release. The legislation was not passed out of the Environmental Matters Committee prior to the end of the legislative session. Del. Just finished watching 5/7/13 commissioners meeting. Very frightening. Rothschild lost complete control of his temper, banging his fist on the desk and yelling. Carroll County Commissioners Vote Unanimously to Cut Taxes in FY14

One-time money available in the new budget will be used to offset the reductions in the coming years.

The board of Carroll County commissioners voted unanimously on Tuesday to reduce taxes in the fiscal year 2014 budget and use one-time money to help make up for the lost revenue in years to come.  Under the gun to get the budget together for presentation to the public on Thursday, Tuesday the commissioners were able to agree to reduce the personal income tax, the amusement tax, the hotel tax and the business personal property tax. Tuesday's vote includes a reduction of the personal income tax by .01 percent, from 3.05 to 3.04 for the next fiscal year beginning July 1 and another .01 percent to 3.03 in fiscal year 2015. Director of Management and Budgets Ted Zaleski said that a .01 percent change would cost the county approximately $200,000…

Carroll County Commissioners Vote to Keep Money for Employee Raises in New Budget

The first budget discussion dealt with a 3 percent raise for county employees.

The board of Carroll County commissioners voted on Thursday to allocate the equivalent of a 3 percent employee raise in the proposed county budget for fiscal year 2014, beginning July 1. The money for raises would be $1.5 million. The proposed budget is $486,447,131 million, a .87 percent increase over the current budget. The vote on the raises was 4-1 with Commissioner Robin Frazier voting against the motion.  On Thursday, the commissioners received their final budget update from Department of Management and Budget Director Ted Zaleski who told the board, "It's in your hands now." Zaleski will present the proposed budget at five community meetings around the county in the coming weeks.  The board's first budget discussion dealt with …

Commissioners Revisit Airport Discussion, Vote to Move Forward with Expansion

Commissioner Haven Shoemaker said that after seeing new data, his vote changed to being in favor of the expansion.

The board of Carroll County Commissioners voted, 3-2, Thursday to reverse a previous decision and move forward with the 2007 Airport Master Plan which includes a runway expansion at the Carroll County Regional Airport. In January 2012, the commissioners voted, 3-2, against expanding the airport runway, a departure from the master plan which was already being implemented when the current board of commissioners took office in 2010.  Commissioner Doug Howard, who voted in favor of the expansion in 2012, said he put the issue back on the agenda for discussion because the county will soon lose access to Federal Aviation Administration (FAA) funds for the project.  Additionally, the FAA and Delta Airport Consultants have revised the scope of the…
