Commissioner Howard Not Optimistic About Funding Adopted Education Budget

The Board of Education will be asking the county commissioners for a one percent funding increase over last year.

The Carroll County Board of Education adopted the Superintendent's proposed budget Wednesday, much to the chagrin of Commissioner Doug Howard, who said the county just doesn't have the money to fund at the requested level. The school board will be asking the county commissioners to increase funding of Carroll County Public Schools (CCPS) by $1.7 million, or one percent above last year's funding level. The board of education will ask the commissioners for total funding of $166.6 million. CCPS Superintendent Stephen Guthrie explained that the the school system has made $20 million in reductions in the past five years and cut 155 positions system-wide. The FY14 budget again includes reductions--20 custodial staff positions and four central …

some schools are marked to be torn down in the next five+ years....we have a few schools that are only half filled....instead of spending tremendous dollars to keep the schools running and replacing old systems in those marked for being torn down and replaced, why not tear them down now and rebuild later and condense the schools that are at less than 50% capacity? Why would we be spending …   more ›

Poll: Palm Scanning in Schools?

Tell us: Do you agree with the decision to suspend the program?

A new technology that uses a child’s handprint to obtain their school lunch account has come under fire, and now, the superintendent has suspended the program and halted the installation of the technology, according to the Carroll County Times. Earlier this fall, the Baltimore Sun reported that some parents felt this system, one of the first of its kind to be used in a Maryland school district as of October, was a violation of privacy. School officials have previously said the technology is only used to access a student’s school cafeteria account – and for no other purpose. The program was piloted because it was thought students would spend less time in line waiting and would have more time to eat lunch, according to the Carroll County …

Commissioners at Odds Over Prayer Group at County Office Building

A commissioner has invited county employees to pray with her each Thursday in the county office building.

Carroll County Commissioner Robin Bartlett Frazier has invited county employees to join her for a weekly prayer group, but board President Doug Howard says it may not be appropriate to use government space for such a purpose. Frazier's email invitation, obtained by Patch from a citizen who filed a public information request, was sent by a county employee, inviting staff to join Frazier for "a time for prayer" on Thursdays at 12:30 p.m. starting June 7. Frazier told Patch she held such prayer meetings when she previously served as a commissioner from 1998 to 2002. "I simply set aside a time weekly to pray during the lunch hour and invite anyone that would like to to join me during their lunch hour," Frazier said. She said the county has …
