The real question should be asked by the local government...at each level...
What is the reason for low voter participation?
I believe it is the responsibility of good government to encourage voter participation by any means necessary...even if a budget must be created to help educate the public about the absolute need to get involved. Those currently running for public service positions seem content with the apathetic status quot for some reason.
This very low voter turn out would indicate that Westminster is populated for the most part by dumbed down apathetic citizens...a clear example of a nationwide epidemic that continues to destroy our country...one small town at a time..
corporate big money loves it.. -

The guns were locked up..inside of his private property...breaking into locked things is what criminals do...Ray's gun safe may have been broken into as well...perhaps the safe should have been kept in a safe that was placed in a safe place..hometowngirl...
